"Santa Claus Is Comin' To Town" (4 p.m., ABC Family; repeats at 9 p.m.): By far the best Rankin-Bass special. Sombertown's Burgermeister Meisterburger is one of the greatest villains of all time, if you take into account his iron ventriloquist's dummy.
"The Battle of the Bulbs"(7 p.m., Hallmark): Daniel Stern and Mark Frewer star in this original movie about overdecorating that asks, "How many donkeys should one live nativity scene have?" (Not related to the electricity reduction competition.)
"WWE Tribute to the Troops" (8 p.m., WMAQ-Channel 5): Superstars and Divas from both "Raw" and "SmackDown" join Diddy-Dirty Money, Cedric the Entertainer, Trace Adkins and Miss USA Rima Fakih.
"Ricky Gervais: Out of England 2" (9 p.m., HBO): Taped at the Chicago Theatre, the show covers everything from obesity to African famine to acts of God. Gervais is nothing if not comprehensive.

"Marshall Field's Christmas Windows" (2:30 a.m., WTTW-Channel 11): A look back at past display extravaganzas. It may not be the traditional way to see them, but it's warmer.
"Survivor: Nicaragua" (7 p.m., WBBM-Channel 2): And so the 21st season comes to a close. The two-hour finale is followed by a reunion finale. Go Fabio!
"Leverage"(8 p.m., TNT): In the two-part third-season finale, Nate and his team take on global terrorism. Somebody's got to do it. Guest-starring Goran Visnjic ("ER") and Elisabetta Canalis (George Clooney's girlfriend).
"Santa Claus: The Movie" (11:45 p.m., AMC): Dudley Moore stars in a cautionary tale about when elves go bad.
