Obama to simul-video weekly radio address

WASHINGTON--The Obama transition office announced Friday that President-elect Obama will now video the weekly radio address and post it on youtube. The claim made by the transition office is this will make the Obama presidency more transparent. No it won't.

It will make it more visual, more accesible, more user friendly, all good things. And since only a few radio stations actually run the darn thing, putting it on video means that tv news may use more of it. But that's marketing. That's not what government transparency is about.

"No President-elect or President has ever turned the radio address into a multi-media opportunity before," said the transition office statement. Yup, that George Washington was so not with it....


"This is just one of many ways that President-elect Obama will communicate directly with the American people and make the White House and the political process more transparent," the statement went on to say.

Today, President-elect Obama will record the Weekly Democratic Radio Address on video and radio. The address will be turned into a youtube video which we will post on www.change.gov when the embargo ends on Saturday. The audio portion will still be distributed as it normally is.

President-elect Obama will continue to record and make available the Democratic radio addresses on video when he is in the White House. No President-elect or President has ever turned the radio address into a multi-media opportunity before. This is just one of many ways that President-elect Obama will communicate directly with the American people and make the White House and the political process more transparent.

TITLE VI - Executive Branch Transparency

Summary:

See H.R. 984, the Executive Branch Reform Act of 2007. Amends The Ethics in Government Act by requiring quarterly recording and reporting by certain executive branch officials' significant contacts made between the official and private parties concerning official government action.

Requires the reports to be made public on a searchable, sortable database on the Office of Government Ethics Web site.

Requires disclosure of Federal sponsorship for all Federal advertising and other communications.

Requires the Archivist of the United States to promulgate regulations banning the use of `pseudo' classification designations such as `sensitive but unclassified' and `for official use only', that are not defined by Federal statute, or by an Executive Order relating to the classification of national security information.

Amends the Presidential Records Act to require the Archivist of the United States, when making available any presidential record not previously made available publicly, to: (1) promptly provide written notice of such determination to the former President during whose term of office the record was created and the incumbent President; and (2) make the notice available to the public.

Requires such a record to be made available 20 days after the Archivist provides notice, unless the Archivist receives notification of a claim of constitutionally based privilege against disclosure from a former or incumbent President.

Requires any claim of constitutionally based privilege against disclosure to be asserted personally by a former or incumbent President. The presidential record that is subject to a privilege claim shall be made public 20 days after the claim is asserted unless otherwise directed by a court order in an action initiated by the former President.

Provides that Executive Order number 13233, establishing a process for review of presidential records and assertion of privilege claims, shall have no force or effect.

Prohibits secret advisory committees and requires the President to ensure that the names of the members of "Presidential Inter-Agency Advisory Committees" are published in the Federal Register. The committee must make public each substantive contact between the advisory committee, or individual members of the advisory committee acting on the committee's behalf, and any person who is not a full-time or permanent part-time officer or employee of the Federal Government, including--

(A) the date of the contact;
(B) the form of the contact (in person, by telephone, by e-mail, or in writing);
(C) the names and affiliations of the parties involved; and
(D) the substance of the communication and the communication itself, if in electronic or written form.

A contact shall be considered substantive if the information conveyed influenced or was reflected in any way in the committee's advice, recommendations, or report to the President or Vice President.

Sec. 601. Reporting requirements and online disclosure relating to significant contacts.

Sec. 602. Requirement for disclosure of Federal sponsorship of all Federal advertising or other communications.

Sec. 603. Eliminating the use of pseudo-classifications to withhold public information.

Sec. 604. Procedures for consideration of claims of constitutionally based privilege against disclosure.

Sec. 605. Executive Order of November 1, 2001 shall have no force or effect.

Sec. 606. Prohibition on Secret Advisory Committees
