It would be good if you posted some context here. Is this an unusually high amount? My understanding is that it's standard procedure for news organizations to reimburse campaigns for travel with the campaign.

context: It is always very expensive to travel on a campaign plane. It is standard procedure for news outlets to pay for their expenses.

I'm certain that it is customary (perhaps even the law) for campaigns to charge reporters the equivalent of a commercial flight. However, full commercial flights operate at a profit.
Do campaigns actually profit from trips such as this one?
