President Bush delivers a speech tonight to prod Congress to pass an immigration plan that deals with national security as well as providing a path to legal status for millions of illegal immigrants in the country.

Bush is talking to the nation in his address--but his real target audience are the members of the House and Senate. The Senate is negotiating a bipartisan compromise that may stick--but the real hurdle is finding common ground with the House.

President Bush To Address The Nation On Comprehensive Immigration Reform.
DAN BARTLETT: "What the President will talk about is a dramatic expansion of Border Patrol agents. We've already increased funding for the border under his Presidency by 66 percent, but as we build up the capacity of the Border Patrol Agency, and that takes time, in a more immediate function, the President will ask a number of our National Guard units to help in a supporting role. Now, I know a lot of people have questions about this, but this is something the Guard is already doing on a much more limited basis right now, but in this capacity, they will be in a supportive role. They will not have law enforcement powers in and of itself, but they will help building infrastructure, surveillance, and those things. So it's not necessarily a militarization of the border, but what it is is filling an immediate need to free up more Border Patrol agents so they can do the arresting and detention there on the spot." I'm confused about why we would send National Guard troops to help secure our borders but not give them any law enforcement or military authority to do the job. Of course they're going to be given authorization to stop people from illegally crossing the borders so call it law enforcement or call it militarization of the borders, but don't tell us it's neither.
Also, here we go again with a plan that is presented with, by the Administration's own language, no budget plans. How much will it cost? How will it be paid for? And how will we measure the success of the program?

Bush may not realize it, but the 2008 election rides on what he says tonight.

I do think that having the National Guard wll eliminate some of the illegal alien problems we are having and it is about time someone took action against these illegals. They are draining our economy and need to be sent back to their own countries. We Americans are tired of supporting them financially. We have enough poor people in this country without taking on the additional illegal poor burdens. To top that off, these poor illegal aliens multiply like rabbits and we are tired of seeing them. They are everywhere. How can they afford to live here anyway?? They live like heatherns and we don't want them in our neighborhoods on a long-term basis. They should not be given amnesty under any circumstances. All illegal immigrants should be run out of the country and should come in like the other immigrants who wait for years to become legal citizens. Most of these people can't even read or write and yet we are supposed to use our hard-earned dollars to train them. SEND THEM HOME. We need jobs for our citizens who are having a hard tinme finding work because these people will work for 3 or 4 dollars an hour. If the employers want them over here to work for them, then they should move their companies to Mexico and provide the cheap labor immigrants with jobs in their own country. We don't need employers anyway who do not abide by America's rules and regulations. If I was Bush, I would close their companies when I found illegals working for the companies. Apartment dwellings should also be raided as they are allowing 8 to 10 people (illegal immigrants) to live in 2 bedroom apartments and that is illegal also.

Bush and other politicians should listen to the American citizens for a change. Illegal immigrants can't vote so what are they worrined about? They should also not be allowed to march as they have no rights since they are not citizens. Only American citizens HAVE RIGHTS. These Mexicans are too aggressive and dangerous to become legal anyway. We have enough problems here without taking on illegal ones. What is happening to Americans? I think that Americans should retaliate if these illegals are not sent home. We should NOT pay taxes, report them to Immigration whenever we see them working on jobs or piled in Apartment dwellings, or hanging out as day laborers or anywhere in large crowds. We should treat them the same as Americans are treated in Mexico!!! Again, they don't have rights and employers are only using them to keep from paying a decent salary to legal Americans!!! The next time they try to march in protest, Immigration should be there to lock them all up. They should put them in a place like they have in Guantanemo until they can be deported.

The only people opposed to this idea are those who oppose ALL efforts to enforce immigration law and are essentially advocating open borders (without having the guts to say so).

President Bush is doing this because then for the first time in YEARS, he can say he DID something!

He thinks he's going to dump an Amnesty bill on us, while we're celebrating the fact that we now have troops at our border, and we'll be SO happy....we won't care.

The GOP stands to lose a LOT of support if Bush gets on the air tonight and tries to feed us crap, and right now....they can't afford to alienate any more voters!

Pater, you're wrong. I'm against it for a number of reasons. First, what's wrong with enforcing laws already on the books? Especially the ones about fining companies who hire undocumented workers.

Also, just where are these troops coming from? We're already stretched too thin in Afghanistan and Iraq, and since we're about to invade Iran, we really don't have enough soldiers to do all of this.

I'm not sure which Guard units are available with equipment that isn't inadequate. Most have had one, some two, tours in Iraq/Afghanistan. Bush has run the Guard into the ditch, ruined many of their lives, and many have been killed or severely wounded. If Bush hadn't drastically cut the appropriation for Border Patrol positions in the last budget, he may have had a smidgeon of credibility. Why all of a sudden is he all worked up about this issue? Because he's afraid, very afraid that the Repubs will lose control of one or both houses of Congress. It's that simple.

For those of you who refuse to grant any path to legality/citizenship for undocumented people already here, some 11-12 million, with children who are citizens, I ask: What, realistically, would you do? Deport them all? Who would pay for that? With what law enforcement personnel? Where would they be located until processed? Get your heads out of the sand and think!

It's a mixed bag. I'm not a fan of Bush by any means, but I'm impressed that he actually addressed and supported some of the proposals set forth by the number of immigration rallies held around the country: namely, refining temp work programs for visas and streamlining the immigration process for illegal immigrants already here. Almost any decent alternative would be better than classifying immigrants as felons.

However, stretching the National Guard even more and then applying them onto the border seems a bit suspect. Also, another question is, what happens to those illegals that are caught in the act? Is there anything else facing them besides deportation?

I commend the bloggers that have posted thus far. It appears that partisanship is not a major factor in how folks relate to this problem.
I will believe immigration control when it happens. I have yet to see it in my lifetime and I am no "spring chicken". Real immigration control consists of first, clamping shut the borders, which the president spoke of. I'll believe it when it is effectively done. Secondly, the president should have said that we will go after the employers that flagrantly violate our laws. He did not do that. He implied that they are fooled by false documents.
What a laugh! He further stated that ID cards will solve that problem. It won't. Illegals will not stop streaming into this country unless the illegal jobs dry up. I understand that when the President talks about the elimination of cheap labor, the stock market hiccups. So be it.
We deal with this problem now, in earnest, or we will severely pay for it decades from now. In totality, the President's message was headed in the right direction, with the exception of the lenient approach to illegal employers. Severely enforcing our current laws
regarding the employment of illegals would do for more to control the problem than any fence or National Guardsman.

It is about time enforce our borders. Mexico has troops on there southern border. Now it is time to start enforcing the laws about employeing illeagal aliens that is the only answer. Go after the people who are selling americans short and holding wages down by paying illeagals a depressed wage.

I have no problem with anyone coming to this country as long as they are willing to abide by the laws, learn English and do not go on welfare. As a 3rd generations Mexican American, I grow up with the best of both worlds. My father taught us all about our Mexican heritage but we only spoke English at home so my father could learn it. He had 9 children, and we never went on relief, that's what public aid was at the time. All his children went graduated from High School and some even went on to College. We were raised as Americans and were proud to have the ability to celebrate the Cinco de Mayo, three Kings and so many other holidays. But our most remorable ones were 4th of July, Memorial Day (my uncles, bothers and cousins all served in the Wars, I, II, Korean and Vietnam. But we were American first and foremost. We once asked our Dad if there were a war between Mexican and the States what would he do and he said he would fight for American for its was his country, but he never let us forget that we had the abilty to have the best of both countries. Right now I know of many families who are on aid, who say they are alone when in fact their spouses are here. But they get aid for each of their children who are born here. Yet they drive big cars and some even have homes and they expect more. They are not living under the radar, we have how many they are and if allowed to become citizens without waiting like everyone else, it will be a timebomb waiting to go off. They will be a major voting block which will be used to undermine our values. Pride is not waving a flag, it is living by the rules of the country you live in. Believe me if they were at home they could not get away with half of what they get away with here and they get away with it with our tax dollars. They get paid half by check and half by cash and they send their money to home. There should be tax on money sent overseas and you will see how fast they stop sending it. Go to any small town in Mexico and you will see DVD's Ipods, Mike's and all the name brands but they still live in huts. Where is their priority, why should it be ours, the taxpayers of the US.

If Bush is serious about protecting the US/Mexico border, then why did he slash the budget for border patrol guards in 2005? He slashed almost 10,000 guards. Why wasn't the border and the issue of illegal immigration important in 2005, but now, in 2006 (an election year) it's all of a sudden a priority?

This is an interesting comment because I'm sure Caucasians decades ago said the same thing about Black people...and as far as not being to read or write, obviously she hasn't heard some of our "American" people talk recently, esp. the young urban teen who can't spell and can't speak a complete sentence with a cuss / slang word thrown in.

Quick Question for all you pro-immigration people.
Have you read about the rights of immmigrants to Mexico?

All they want to do is take jobs away from Americans. They don't want to pay taxes, learn the language, or be socialable except with there own kind. Their parents and grandparents messed up their country. So why don't they fix it up instead of sneaking over here, and messing up our country. The American people have had enough, and its time the government is finally accepting responsibility for letting these immigrants illegally sneak into our country. If they want to live and work here than they should do it legally like most peoples ancestors did. Send them back to their home country.

I believe its about time we come to our senses. National security includes fighting terrorism as well as protecting the economy. I come from an immigrant family originating from Cuba. All of us are legal citizens. What makes this a national security issue is that the illegal immigrants, most of whom work for cash do not pay any taxes and do have adequate health insurance. All of which affects each of us that have to pay taxes. They claim that they do jobs which none of wishes to do but I have noticed that it causes wage pressures especially those in the manufacturing industry. I've seen the demonstrations. The motto "un dia sin latinos"(a day without latin people). How about Eurpeans, Asians and Africans isn't it concern them too? And I saw more Mexican flags than anything. My family don't call themselves Cubans but rather Americans. It isn't about just a race but about caring a little about what this country has to offer, an opportunity to make something more of yourself. And when this country needs to defend itself, I'm tired of reading about "I need this or I need that". Maybe we should give something in return to this country and defend the national security. Maybe it is about time that undocumented workers should become documented and provide sense and stability to a country that in return provides freedoms to the world.

I was impressed with Bush for the first time in a long time. He addressed the problem of the "elephant in the room". Better late than never, I guess.
On the surface, his sketchy proposal seems fair and necessary. He inherited this illegal immigrant problem from previous administrations but he also chose not to address it. Illinois GOP gubernatorial candidate Jim Oberweis was not afraid to speak up and he refused to pander to all voting groups. He lost partly because of this candor.

With his speech on immigration, May 15, 2006, the Bush presidency died. He can no longer claim the moral high ground about Iraq, Iran, Venezuela, etc. when he defiantly ignores the law and the will of the his electorate. He can't play hardball on the world stage while ignoring the threat of silent invasion in his own country. His effectiveness as a leader died by his own hand on Monday night, May 15, 2006.

everyone wants to blame the illegals for the economy, but not themselves. why dont they take a look at themselves and see if they are buying american made products. look at where your clothing comes from and the vehicle you are driving, if it is american made. probaly not. the "illegals" do
contribute to this economy and to the local economy by purchasing products and they do pay taxes when they pump gas into their cars and paying city and county taxes on their homes. everyone who says that they should go are really just closet racists and they need to get that out in the open. the ones here "illegally" make this country better for everyone by working and they are not all on welfare like everyone says. if the people here were already working at restaurants, cutting grass and doing construction work then there would have been no jobs available for them to work now would there.

I've noticed that most of the comments made have racist overtones to it, particulary Anita's comments. Which leads me to conclude that this issue is not about legality, but about race. When you call "Mexicans" aggressive and say they "multiply like rabbits", than it shows clearly a racist point of view. Another point no one seems to mention, particulary Maximilian, is the inconsistency with our immigration policy. If you arrive to the US from Mexico without any documents or VISA, you are an "Illegal". However if you arrive from Cuba without any documents, you are welcomed with open arms (Elian Gonzalez). No it's not enough. They should be sent back. No middle ground. In the past they were give a chance to become registered and most did not and many more have illegally gained excess to this coyunrty. They should be fined and returned no matter how long they have been here. Any children of thiers should also not recieve citizenship as it was gained by means of a illegasl act.

I support Amnesty.......90 day amnesty for the illegals to get their affairs in order, liquidate their assets, and take their money with them back to whatever country they came from. That will rid the country of at least 80% of the illegals.

With the 90 day amnesty I will give every company 90 days to complete a renewed I-9 form of every person employed. Any discrepencies with SSN or multiple names - red flag- they are gone and assumed illegal. After the 90 days if an employer is caught hiring illegals, automatic jail term and fine.


I would pass a law for a 5 year jail term for those cuaght with stolen/fake identification. ID theft is a serious crime and can ruin the lives of people who play by rules but get screwed by others who want to thumb the nose at our system.

To pass another law like, in order for you to buy a house, rent an apartment, own a business you must either be a citizen or legal resident or foreigner with authorization. An illegal should in no way be able to buy property with ITInumber.

However, if we must go in the direction that Bush wants then I say NO PATH TO CITIZENSHIP FOR ILLEGALS. You will be forever, guest workers w/o the ability to bring over family. Since you broke the first law and many laws since, you are inelegible to gain citizenship. Your punishment should be a perpetual guest-worker. If you don't like it - go home.

The Cuban Readjustment Act of 19?? Basically its the Wet Foot/Dry Foot policy ONLY for Cubans leaving Cuba by any method.

This policy is NOT for Haitians or Mexicans, Dominicans etc...

This policy was made for Cubans because of Cuba being the only communist country in the western hemisphere. We didn't want anymore TV images of bodies washing up on Florida's beaches or illegal cubans being rounded up by Miami police and repatriated.

The Wet Foot/Dry Foot policy is suppose to be more humane for Cubans. If they are caught at sea then they are repatriated. If they happen to touch the ground of the US either by swimming to shore on a Miami beach eluding the coast guards or walking across the US/Mexican border or even being abandoned on a disconnected bridge on the Florida Keys then they are allowed to stay and after one year and one day they are granted legal status.

However, Cubans, out of ANY minority group to include Blacks have been given the MOST liberal of gov't (fed & state) WELFARE to help them get settled. The reason? There was no way that the US wouldnt let any Cuban refugee come to the US and end up being just as poor as Mexicans or Puerto Ricans. The US had to showcase to the USSR (at the time) that democracy AND capitalism worked.

Even to this day, Cubans are still given the most liberal welfare when they arrive.

The military patrolling the borders should have been done long before now. We also need to gather all illegal alliens and seen them back to their countries. The law that allows for children born here by illegals are citizens should be cancelled. We must not allow criminals to dictate to us and have us allow them to be rewarded for their crimes, what next murderers marching on Washington for the right to be not charged for their crimes. This must stop now.

The solution is easy...if business didn't hire them they wouldn't come here. Fine the businesses...and continue fining them. And people who hire them as domestics should also be fined. Our country was built on LAW... Now is the time to enforce it!

I really don't see the big debate. If you are doing something illegal then you have to suffer the consequences of your offense. Being illegal is not legal people nor can you make it legal. We have laws set in place that helps to ensure that our country in order. For instance I know its illegal to rob a bank and because I'm poor I can't expect the law to be on my side. I would have to accept the punishment for my action. Mexicans are looking for a hand out and quite frankly America does not have room to give any hand outs. It's upsetting to me that Mexicans come over here illegally, have large families, but are able to get medicaid and food stamps and any other type of assistance that is avaiable to them. Here I am a single mother that works and pay high premium for my health insurance for me and my family and don't qualify for medicaid because they say I earn too much money that is a joke. I can't even get food stamps. But if I was illegal all of these benefits would be given to me. I went to the doctor last weekend and the lobby was packed with Mexicans who just had a baby and are on the second one, they sat there with their husband and proudly produced their medicaid card. It was sickning to me. And lets talk about jobs, you can't get a decent job unless you are bilingual excuse me but I thought the required language in America was English but not I can't qualify for a job in my own country because I don't know spanish. What is wrong with America. If you are illegal go back to where you came from and then try to come into America through the proper channels and one of those channels is learn to speak English. I agree 100% with Bush on this issue.

Nice job Mr. President! Why patrol only the Mexican border, why not Canadian, why not the East, West coast or all along the Southeastern border? Why just pick on Mexicans, do you not realize there are Irish, Chinese, Jamaican and other nationalities out there that are here illegally also or is it because then things become too complicated and you have to look beyond skin color and race?

It seems our Representative Government is irreprably broken. When 80% of Americans want the illegal foreign nationals within our borders sent back and the border secured, our politicians are still discussing broad sweeping amnesty. Its as if they choose to admit defeat in the War on Drugs and start providing addicts with free drugs at taxpayer expense. That is why Senator Iris Martinez and her crew are diligently cementing them into society through the Hispanic Employment Act. Read it! Kid Care and Family Care and state guaranteed home loans for people without documentation are only the beginning. We cannot afford to commit suicide because it is polite. Look around at who is doing the work. Sure they are taking some crummy jobs that we don't want. But they're taking all of them now. They're pouring the sidewalks. City property too. This was a half hearted attempt at fixing the border problem that should have been fixed 20 years ago when Reagen gave amnesty to 3 million illegals and promised to secure the border, only now it's magnified by 20 fold. Any way you slice it, the guest worker program is AMNESTY!!! It would take 3 times as many NG troops to secure the border as Bush has proposed, along with enforcement powers to round them up and deport them and fine them. Another big problem is, he never stated the punishments for employers that hire illegals. They should be fined $50,000 per illegal with a one year prison term and deport all that are found.At best, his speech was an appeasement to Fox, who does nothing for his own country and keeps pushing his poverty problem on the USA, because all the money the illegals send back to Mexico, is the 2nd biggest income to his economy. To Laura S.: to answer your question about citizenship and is it tough to obtain it--it is very, very, if not impossible to become a US citizen. It is exactly what immigrants want though. But I will say this much and the rest of the Mexican-haters/racists can take it any way they want, Mexicans are here. They are here and they are here to stay. They will keep coming and there is nothing that anybody can do about this. The american government cannot stop them(let alone the common people) as it has proven over and over. As a long standing Republican I can honestly say you lost me. You have no intention President Bush of stopping the illegal aliens. Your going to put the National Guard on the boarders with no powers but back up. You are killing off the National Guard Mr. Bush. The Democrats and Republicans have for decades allowed large numbers of illegal aliens into this country while turning their backs to the whole situation. Now Mr. Bush because of your speech you will have most of Mexico trying to cross the boarder illegally, because who wants to live in Mexico? Mexico is filithy, corrupt, and one insane place to live. I have been there numerous times, and for the most part I wouldn't want to live in Mexico. One short question where is all this money coming from the billions, and billions that will be needed for the increase in all these social programs like Medicare which has nothing extra to give?

Now everyone is a law-abiding citizen. They are breaking the law and all should be deported. Why don't you worry about your kids breaking the law also, I'm sure they are. There are oppurtunities here for everyone. Its up to the individual to make the most of it. There are far worse people here who make this country worse. If you remember this is the same way people acted like in 50's and the 60's. Saying they should all go back where they come from. Why don't you admit that you are racist and just don't want these so called "illegals" here. Its not about them taking our jobs(ones that we never have thought of applying for), or being on welfare( like they are the only ones on welfare), or a security threat(they sure do want to blow things up). We should be like them and make the most of the oppurtunities and breaks given instead of taking them for granted.

At least the President decided that he was wrong to lower border patrol in the past. What are these people complaining about? Most have illegal documentation, do not pay taxes from their employers, and are not legally here. What is hard to understand about this? It is very complicated for people that have been here many years, but to increase border patrol is a no brainer.
It will take many debates to sort out what has already been done. Employers that hire these people are the first that need to be dealt with after the border patrol has been increased.

My, how many real Americans with passports or their citizenship papers were here before or after Columbus discovered America? Let us build a Berlin wall too!!!! Let's take a look at all nationalities that are here illegally and while you are at it... America, take a look at your ancestors and find out if they arrived here legally in the first place, if not, wouldn't that make your generation, to also include you, illegal too?

I love the way you know someones nationality just by looking at them. are you naturaly blessed with that ability?

In a Sun-Times article today, a Mexican family had expressed their "disappointment" with the Presidents' reluctance to offer amnesty to all illegal immigrants. Oh really? Their argument appears to be: "Well, we've been here for 10 (20, 30...) years, have families, blah, blah, they can't deport us now..." Have you been listening to the same speech I was? Nobody gets deported under the proposal, but nobody gets preferential eligibility for citizenship either. Many people had waited their turn to obtain a legal visa to enter this country either to work or join their families. My wife had waited for 4 years for her green card and it cost us a lot of money in lawyers fees. She is now eligible for the citizenship. Now, her mother is on a waiting list. Is it efficient? No, but it's legal. And we're not disapponted at all at the proposal. Those breaking the law should not be put in the same category with the lawful immigrants. Amnesty will only encourage more criminals (yes, criminals, since they are breaking the law) to infiltrate our borders. If it passes, I'm telling my wife's family to just forget the whole visa application process and to come over for a visit and stay here. Another amnesty will be granted in a few years anyway...

Speaking of immigrants operating in a cash economy - that approach is starting to look good to me too. Payroll taxes are way too high - thanks to R Reagan - and the average worker can't take it any more. The immigration issue is not cut and dried and thus our president cannot begin to understand it, much less solve it.

I am so glad that the president didn't give them what they wanted. They should go back because these are people that have no rights in the USA but want to march up and down the street. If it was all up to me while you they were marching that would have been a perfect time to deport them. If they were in there country would they march and do all of these things NO. If there won't do all this in there country why do it in ours. I pay taxes and was born here so i don't want to hear about taxes or jobs find them where you live

this isnt about immigrants not a Land built by immigrants its about LEGAL Immigrants building the country.
Both sides of my family also came here as immigrants LEGALLY through the island in New york! BTW did i forget to mention they came LEGALLY?
Also when they came here there wasnt any Free Medical, Hospitals, or any other Goverment freebies.
they had to Work at it and they ALSO spent the $$ they earned here in America they didnt send it all back to boost their old countries Economy.

Just apply and be legal because if I went across the border into Mexico i can guarentee you i would either be shot or jailed for Tresspassing and you cant have double standards right?


I am shocked at some of the comments made on this blog. Who would believe that in this day and age, people would be so openly racist. ........ I guess it is now politically correct to be anti hispanic. I thought this country had come along way, but I see it hasn't, such a shame. What suprises me the most is that this is coming from Chicagoans. I would expect this attitude in the deep south, but Da Windy City?!!! I can only suspect and hope they are not from true Chicagoans, but suburbanites.

Rita: you accuse immigrants of using food stamps and yet you yourself applied for food stamps. I find that ironic. I understand your plight as a single mother, but maybe you should not have had children out of wedlock and expect the government to give you Medicaid and Food stamps. You cannot blame your situation and mistakes on illegal immigrants. They no control over your actions and situation.

ON the front page of the Santa Barbara News Press was an Associated Press (AP) photograph of then President Bush and President Foxx of Mexico Caption read: Bush said; "I'll keep the border open for you as long as I can"
I had the photograph but have misplaced it. I went to the News Press to get another paper with the picture. The receptionist said they do not keep the papers. Just why and what happened to that picture? Can you get one from the AP? Or has all this been hidden for protection of the criminals.
