Cowboys SS Roy Williams was fined $12,500 by the NFL for his horse collar tackle of Bears TE Desmond Clark during last Sunday's game. Williams was penalized 15 yards on the play for unnecessary roughness.

The horse collar rule was named after Williams and introduced following the 2004 season when he injured now teammate Terrell Owens with a horse collar tackle. According to the Dallas Morning News, Williams was fined $10,000 last season for a horse collar tackle of Giants RB Tiki Barber.
